The Ministry of Defence declared as 2025 the “Year of Reforms.” By December, it reported DAC approvals worth over ₹3.84 lakh crore, contracts of ₹1.82 lakh crore signed, and the Defence Procurement Manual 2025 promulgated. In February 2026, the draft Defence Acquisition Procedure 2026 was placed in the public domain, promising a “transformative leap.” Yet as of Sep 2026, DAP 2026 remains unapproved. The armed forces still operate under DAP 2020, a six-year-old procedure the Ministry itself acknowledges is outdated. The Year of Reforms produced a draft. The year after has not yet produced the reform.
