BEYOND DISENGAGEMENT: DUAL-USE INFRASTRUCTURE AND THE NEW REALITY ALONG THE LINE OF ACTUAL CONTROL (LAC)

Abstract

The security environment along the Line of Actual Control (LAC) has undergone a fundamental transformation since the 2020 Galwan Valley clash. Although subsequent military and diplomatic engagements have reduced the immediate possibility of confrontation, they have not restored the operational conditions that existed before 2020. The October 2024 understanding on regulated patrolling in the Depsang Plains and Demchok sectors represented an important step toward reducing frontline tensions. However, the broader border environment remains heavily militarised, with tactical disengagement occurring alongside sustained infrastructure development and long-term strategic competition.
